Downtown Norwich's Business Improvement District is bounded roughly by Cortland and Mitchell Streets to the north, Eaton Avenue and Front Street to the south, the railroad tracks to the east and Guernsey, Elm and Maple Streets to the west. Founded in 1982 as one of the first BIDs in New York State, the District is governed by a Management Association responsible for implementing the District Plan, and enhancing the safety, cleanliness, and competitiveness of Downtown Norwich. Per the state statute, property owners located within the District are required to pay a special annual assessment of 0.025% of the assessed value as shown on the latest assessment roll from the City of Norwich Tax & Finance Office. The District Management Association meets the first Tuesday of every month at 8am at the Chenango Council of the Arts. All meetings are open to the public.
